Just replaced water pump, thermostat, and radiator cap 2 months ago. Since it has gotten colder, engine temp will not get up to operating temp, making my heater blow lukewarm air. If it is warmer outside, engine warms up fine and heater blows hot. Used Stant 195 degree t-stat. Any suggestions??

Check the T-stat again. it sounds like it's stuck in the open position.

New or Used Thermostat? Sounds like your "New?" Thermostat is stuck Open! Installing it wrong is not uncommon. Also could possible be that your Radiator Fan Relay is Bad and the Fan is Running All the time. NOTE; Summer is fine but in winter it needs to turn off to let the Radiator Heat up.

throw the stant thermostat away and buy a gm unit from the dealer. make sure all of the air is purged out of the system. I am a member of iATN, International Automobile Technician's Network. I have read dozens of help requests (and the fixes that accompany them) for cooling system problems. The majority of them have to do with faulty aftermarked thermostats. Also check the coolant flow through the heater core to verify that the heater core is not plugged up.

Thermostate is bad. it never shuts allowin water to flow all the time thus never allowing your car to warm up. You got a lemon thermostat.

your thermostat may be in upside down or defective
