The child had been found guilty of piracy. and yes all over the world children were treated the same as adults in sentencing. Since this particular scene concerns British law, children were executed for captial crimes up until the late 1830s under British laws.

All of the massive group of people seen in the beginning of the film were found guilty of some sort of crime, mainly piracy. If you listen to the song they sing:
"Yoho all together, hoist the colours high, heave-ho theives and beggars, never shall we die!"
It says alot about them. Historically, there was no sympathy given to people of any age, not even children. That aspect of the movie was completely true. Those times were cruel.

I'm not sure why he was in the movie,as i've not seen it (probably he was to do with piracy or something).
But historically,yes they did.
Robin Hood : Prince Of Thieves is another movie that emphasizes this, where in one scene, children were about to be hung and beheaded, before "Robin" saved the day.

No matter what age, as long as you were associated with a pirate or a pirate you were hung. Very sad and harsh!

They were setting an example, that anyone who was involved with piracy in one way or another, would be hung.
