if you do so, they'll work as usb 2.
for usb starndards (1 &2 ) are the same in connectors and hardware parts, and since you are connecting the case's usb cable to your motherboard's USB2 PORT it will work as 2!
remember, the connectors on your case's body are ONLY a extender for your board's usb port :)

It is most probably due to the fact that the USB was not connected to the new motherboard, there's no way a newer board would not have front USB connectors, I'm sure it was just overlooked, so you can do as the person earlier said, and reconnect it yourself or if you had someone else install it have them do it. It's fairly easy so you can do it with no problem. Also if you're running low on ports a USB hub helps, I just got a 7 port hub for like 50 bucks Good Luck

they should work perfectly fine. ther is no difference in the wiring of the ports. but what i have noticed is that older usb ports on the front get worn out or break becuase of use. so if they don't work its not becuase of the usb 2.0 that should effect it

If the plugs match up with the ones on the new motherboard it will be fine. The ports are just wires and contacts.

Yes I tend to use an extension to the ports on the back, for the very reason that has been said the front ports often get borken or worn, but yes they old ports will work.

if your buying a new motherboard why not invest in a new case ..there not very expensive and you might find that with the upgrade you need a higher wattage power unit and you might find the power cables to the motherboard are different for the new board...

Its the motherboard that controlls what the USB version is, not your case..........If the motherboard says 2.0 it will run at 2.0.............so YES!

yes they will work, your usb ports are purely bits of metal (so to speak) it is the software that defines thier speed.
