The Stock Market Crash was caused by a sick economy. The Dust Bowl was part of a much bigger crash in agriculture. Farmers were suffering throughout the 20's due to both lower yields and lower prices. Since most of the population lived on farms, it was a matter of time before they stopped buying manufactured goods. Following that, the banks and service industries faltered. Wall Street was an unregulated mess but the underlying problem was low profits and a shrinking economy.
Foreign trade was also depressed because Europe never recovered from World War I and their farmers were also suffering from poor soil conservation and drought.
There was almost no military spending creating jobs or a market for manufacturing either.
