I'd say a combination of the most liberal drinking laws North of Mexico. There are places with some aspects of more liberal, but they have drinking ages of 21 instead of 18. Say like hours of operation are good, but it isn't Vegas hours. Given Montreal is the biggest city in the province, youth would flock there to party

I live in New York and I only can say nightlife here has declined tremendously in the last 10 years. New York City for many years had a Republican mayor, governor and of course President and conservatism caused many clubs to closed down as cops perform raids at many clubs looking for drugs and underage drinkers.

Montreal and Toronto have a better nightlife scene than NYC now. With U.S. immigration now much stricter, many foreigners fly to Canada to spend their money. French-Canadians are very liberal and enjoy living life and are more down to earth than Americans. There are many clubs for all different crowds and no one judges you on what you do in Canada (unlike in the US). I fly to Canada at least 4-5x a year to party and can say Canadians know how to party.

It doesn't. Vegas and NYC are better. Best in Canada though.
