If in doubt just rearange or change the sentence slightly to see which sounds best, in this case something like this: ____ was happier than everyone when the announcment was made.
Using I in this sentence sounds good on the ear but Me doesn't so the sentence in your question would be Noone was happier than I when the announcement was made.

The answer is I. Just rearrange the sentence and you will see that it only works one way.
I was happier than anyone when the announcement was made.

The correct word is "I" because if you reword it as ___ was happy when the announcement was made, then I works, me doesnt.
I was happy when the announcement was made. or
Me was happy when the announcement was made.

If you put your speel checker and grammar checker on then type the word in a WORD doc it will tell you. Go to options on Word and make sure they are both on.

"I" was happy when the announcement was made.
"Me" was happy when the announcement was made.
If you don't know the answer, just reword the sentence like I did to see what makes sense. The answer is "I."

It is "I" for sure. The word "me" has very little usage in correct form of English.You would mostly use "I" only.
**Edits to add: I just read the other answers, and neither do you have to rearrange anything (to check) nor do you have to add "was" in the sentence. Its good (and correct) as it is.

Correct word is "I" ... you could say "No one was happier than I was ..."

"I", If you reversed the sentence it works also....that's the key to knowing which word to use.
Like...you wouldn't say "Me was happier.." now would you?
