is there anything on the market which would allow you to insert a pci express graphic card into a normal pci slot? maybe a adapter or something similar?

no such animal .. the motherboard chipset has to support it ..

It is called a new motherboard.

The PCI slot is just rated at 25 watts. Most PCIe devices draw more than 25 watts. If such an adapter were ever made, it would just bottleneck the PCIe device and most likely fry the PCI slot.
