But there are other options.
1) Many schools will co-sign on private loans so that you can get a student loan from a private funder. (For example see #2 below)
2) There are also scholarships such as the Fullbright program but that is pretty competitive. (#3 below)

There are a lot of ways to get scholarships to study in the US. First, check out the website of the school that he is planning to attend. Most colleges and universities have scholarships designed specifically for international students. The US government will probably not give him any money but they can help him finance with a student loan. You can also check with websites like fastweb.com that list scholarships according to your needs. But I'd say check with the institution that he's wanting to attend...

There probably will be some hassles, but he could probably find the money. He should call the financial aid office of the university he wants to attend. They could give him a good idea of what is available. (I think he would have to go through a bank rather than the government, but student loans are at low interest even when you get them from a bank.)

Shoot. If he pretends to be the last survivor of some ancient biblical society, the United States will just tax its citizens a little more and build him a university that would make Oxford pale in comparison.
