Terrorism in the modern sense[1] is violence or other harmful acts committed (or threatened) against civilians for political or other ideological goals.[2] Most definitions of terrorism include only those acts which are intended to create fear or "terror", are perpetrated for an ideological goal (as opposed to a lone attack), and deliberately target or disregard the safety of non-combatants. Many definitions also include only acts of unlawful violence.
As a form of unconventional warfare, terrorism is sometimes used when attempting to force political change by convincing a government or population to agree to demands to avoid future harm or fear of harm, destabilizing an existing government, motivating a disgruntled population to join an uprising, escalating a conflict in the hopes of disrupting the status quo, expressing a grievance, or drawing attention to a cause.

Wow, no bias in your question.
There are four general types of warfare: 1)Defensive 2)Offensive 3) Flanking and 4) Guerrilla
Terrorism, or terrorist tactics are usually used in Guerrilla warfare. It's sole purpose is to attack the weakness of a foe fighting an Offensive or Defensive battle. The goal is to create a temporary smaller battlefront in which the guerrilla fighter has a tactical advantage over a superior force, although most times, not for very long.
So, specifically, terrorism is the use of force to attack an unarmed population of the larger and superior enemy in hopes of creating a new front, and thus taking up valuable resources from the larger force to defend the identified weakness, in this case civil disorder.

is this government so stupid that they can't see that terrorism is right in our own back yards.we are suppose to be defending our country from terrorism. yet we let all the gangs in this country control their own turf in the inner cities.and yet we do nothing to stop them from spreading their terrorism.what the hell is wrong with this picture.looks like the war in Iraq is just another game we are involved in.why don;t we bring our troops home and go after the gangs here in this country.if you want to stop terrorism then start by stopping it in your own country first.our young men and women are dying over in a country that is fighting it;s own gangs.and yet we say it;s all in the name of freedom.what a joke this shows that the Iraq war is way wrong.it;s about who can control the oil fields.it;s not about terrorism.if it were we would be taking care of our terrorists here in this country.no wonder we as Americans are so hated throughout the rest of the world.we don;t give a damn about our own people.we just care about everyone else and their problems not our own.

Terrorism is when you try to make life so hellish for a population that they will stop resisting you. It is done by all sides in many conflicts. The United States has used terrorism at least since Sherman's March in the Civil War.
It's "terrrorism" if you oppose the efforts of the group doing it. If you support their efforts, it's "resistance," or "freedom-fighting."
