Literally, it means headed for the trash bin, i.e. the item in question is garbage.

Hmmm.. Sounds like it's going to be thrown in the dumpster.

Or it is similar to "home bound" meaning one can't leave their home. Only in this case, the home is a dumpster.

I never heard this before.

Do you mean dumpster hound?
A dumpster is a large trash recepticle. so heavy that large, specialized trucks pick the things up and empty them into their bays. A d;umpster hound is a person who likes to forage through the trash and collect stuff that others throw away.

it literally means it is bound (as in "headed for") the dumpster. IE it is about to be thrown out
