I know North Korea doesn't really allow people to leave, and that Cuba is very controlling when it comes to emigration, but do any communist countries allow them to leave?

Some are not allow to travel overseas most of the times, they need special permission from their government; they need to be in the scientific, sports fields. Except if somebody has a petitioner here and waits the long process.

The US is more than willing to accept them if they can get here. Look at Cuba. We will allow any Cuban who reaches American soil to stay here. I think you are right. The hard part is escaping the communist regimes.
