Yes, as they pump groundwater; for decades, the amount of groundwater pumped from the aquifer has exceeded the amount that naturally recharges it. As water is pulled from the ground, the underlying sediments compact and sink. In many places, the city is still subsiding.

Not the Rio!
There may be some unstable spots in Las Vegas because of sand however the engineers are on it as they build new casinos almost every year.

I know Mandalay Bay did not open when they were suppose to open because the building began to sink. They had to pump concrete underneath the structure and allow it to set up before they could open. I believe they said it had sunk 6 inches before they knew it had happened.
I did not hear anything about the Rio.
