Its possible if they get their way and create the North American Union that will be attributed to President Clinton because of NAFTA, however if that happens no one will remember any of our Presidents because we will cease to be a nation.

Considering it is comparing apples and oranges, it is really hard to say.
Reagan came into office on the heels of Jimmy Carter's economic disaster, was blamed for a recession that was already in progress and implemented Reaganomics which got us out of the recession.
Clinton came in on the heels of Reagan and Bush spending that was keeping us out of a recession and was credited with ending the economic downturn.
So, it kinda depends on what you look at. Every president has their pluses and minuses and in fairness should never be compared to other presidents. For example. In some respects, Washington could be considered a "do nothing" president as he spent more time planning Mt. Vernon than running the country, but on the other hand, set the bar that subsequent president's have strived to meet.
Many people look at Bush43 as taking away our personal freedoms. In 1861, Lincoln, considered one of the greatest presidents, suspended Habeas Corpus. Go figure.

Hard to say. They both had their strengths and they both had their weaknesses - and they both had their scandals.
I'd put them about on the same level, I guess. I prefer Clinton because I'm a Democrat, but I think Reagan was for Republicans what Clinton was for us. The uniter, the man who saw past the partisan crap and actually tried to get something done. It's why they were each hated so much by the politicians in the opposite party. They both proved that things can move in Washington without childish, partisan nonsense.
