What can account for this are several things:
1) The troop surge is working - somewhat. There is definitely less sectarian violence than previously. Things seem to be calming down a bit, at least for now.
2) He was able to get a new Attorney General approved somewhat easily
3) The budget deficit is falling
4) North Korea is dismantling its nuclear program
5) Bush's use of his Veto power has stirred support from the Republican base, as well.
These are a few of the reasons why his approval rating has gone up. I am in no way a fan or hater of Bush, but I must add that his legacy is already set. No matter what he does from here until the end of his Presidency, he'll be looked upon as a failed President.

He's busting his tail to keep this country rolling. President Bush was handed one of THE worst economic situations in the history of this country since the Depression and has kept us out of the dumpster. People are finally seeing through all the liberal anti-Bush hype and giving him the credit he is due.
