I have been riding and working on bikes for 26 years and I have never heard of a "variator".

However, since the bike has been sitting for 3 years, outside in the weather, offer him 100 dollars. Not a penny more. Once you take into account the work that needs to be done, such as replacing the dry-rotted tires, cleaning the carbs, cleaning and resealing the fuel tank, checking the electrical for dry-rotting of the insulation and shorts, plus whatever else may be needed, you will have spent more than the bike may even be worth.

All things considered, it isn't worth much as it is. Now if it were running and in reasonably good condition, then it would be worth quite a bit more.

What the heck is a variator?
The bike is worthless. Every electrical connection will be corroded, gaskets will leak, tires are probably dry rotted...etc.
"All it needs" is always an indication that the seller is full of it. If it was that easy, he'd do it himself and get a lot more money for a running bike.

Variator? Term may refer to CVT (continuous variable transmission?)belt drive assembly? About like drive for a snowmobile- two pulley assembly with movable side/sheaves- the diameters would 'vary' depending on engine speed/vehicle speed. .
