all atoms have the same number of protons and electrons. it is the number of neutrons that vary to create isotopes. so, an atom with the same number of protons and electrons would be called normal.

protons have a positive charge and electrons have a negative charge so in order for an atom to be stable the number of protons has to equal the number of neutrons.
