How do you "charge" a dust mop?

I remember my mother having a dust mop that had a groove around the top into which she poured a small amount of oil, it then dripped into the mop and made it slightly oily. What is the modern equivalent of that?

now days they have a spray that charges it,
think its called static cling, or dust magic,
