She started with a tinge of bloody discharge about 2-3 weeks ago. She doesn't appear stressed or in pain, but her belly is not growing anymore either. Everything seems ready except she won't have the baby. What should I do?

Do you have a due date for her? Gestation for goats is approximately 150 days. It's normal for some goats to have a slight discharge for the last few weeks before delivery, but it usually is not bloody until right before delivery. It may be nothing to worry about, but on the other hand it could be caused by something serious like a dead kid inside her. Your best option is to have her checked out by a vet. If she does have a dead kid, it will start to decay and be toxic (and fatal) to her if she doesn't pass it soon. A vet could tell you for sure whether something needs to be done or not.

You may want to re-post this question in another category. This category is for human pregnancies. Many vets only care for the typical cat and dog, but if you live in a rural area, you may be able to look in the yellow pages of your phone book to find a vet who cares for large animals or farm animals. We had a horse who had a foal and I know that near the end there didn't seem to be any noticeable growth for a few weeks. If you got your goat from a breeder, perhaps you can call them for advice.
