In the Philippines, I would suggest AMA or STI as well as top schools like UP, Ateneo de Manila, UST, Dela Salle University, as well as other popular schools. Concentrate either on short vocational courses in programming or certification reviews or go to the full length by studying Computer Science or BS in Information Systems/Technology. You can also do a self study by researching the internet.

since your other questions are about computers and file extensions, i would assume your IT means "internet technology". In the philippines, we have a lot of IT schools Namely: AMA Computer College, STI, Informatics and Trace College. Studying at any of these schools will make you learn IT.

If you want a BS degree, go to known
universities / colleges like Ateneo, UP,
Dela Salle, AMA

If you want short IT courses, there are
also training centers ( but .. NOT
Informatics - based on my personal
experience )

In any IT school anywhere on earth. Or regular schools offering IT.

You may also learn IT by being an apprentice, working for free in IT companies.

um...at my middle school IT stood for Industrial Technology. For some strange reason I'm getting the vibe that that's not really what you're wanting to learn...
