"expat" is usually short for "expatriate" which means different things to different people.

To the IRS, it's someone who has moved abroad and given up their US citizenship.

To a tax preparer, it often means someone who lives and works abroad, but still files US taxes and needs a tax return that reflects foreign earned income or foreign income taxes. (The tax returns can be very complicated.)

To a business person, it may mean catering on the people living abroad and supplying a service to make their lives easier. An example would be a freight forwarding company that collects mail/packages for clients and ships it to them on a weekly basis.
