Well for one a poor person can actually get the cheese whereas Bush has not bailed out a single bank. The only thing he has done is call for a rate freeze which hurts the banks not bail them out. They will teach you basic economics when you get to the fifth grade.

A poor person ACTUALLY accepts the cheese. The banks were not bailed out by Bush.

So, by deductive reasoning, one can assume that one of the things you mention is real, the cheese thing, and one is not.
