If it is not static then you can go to the command prompt and and type the following
ipconfig /release
ipconfig /renew

If you are using highspeed provider, unplugging your cable modem for a few minutes and replutting it in will most of the time give you a new IP address.

If you are using dial up, just disconnecting and reconnecting will give you a high chance of getting a new IP address.
