I can't figure this out - I'm doing something wrong.

Instructions are to Divide and write my answer without exponents:

-9.8 x 10^-7 / 1.4 x 10^-4

When you divide, you can subtract exponents:

-9.8 x 10^(-7 - (-4)
---------------------------
1.4

-7 x 10^(-7 + 4)

-7 x 10^-3

Now you just need to convert that to standard form without exponents.

10^-3 means 0.001 (because -3 means the number ends 3 places *after* the decimal point.)

So your final answer should be:
-0.007

so there are 2 decimal places before the 7
