new passport law going to Candad from US?

What does this mean and if I want to immigrate to Canad from US I have to get a work visa first.
how are these laws different from US

You want to emigrate to this great country from the US?

First of all. it is CANADA. If you do not know that you should not come here.
People think it is a foregone conclusion, that they can emigrate here, it is not, it is a long process, that requires a lot of paperwork, accurately filled out.
You cannot get a Canadian passport, until you are a Canadian citizen. You must live here for a minimum of three years before applying for citizenship!
