Does anyone know of a website where I can get the bottom part of the mambo costumes that appear at around 00:25 of this video by the two female dancers?

Have it custom made or make it yourself. This one is actually easy, if you know where to buy feathers. My local store Fabrics R Us has them, so look around.
You will need to buy very stretchy panties of the right color. Buy rinestones or sequins. Buy rinestone glue in the same store. Glue them on, here is how: put a pillow in a plactic bag, stuff it in your panties. Now the panties are stretched as if they were on a person. Put a drop of glue where you want a stone. Put a stone on top of it. Repeat.
Attach the feathers on the back side. Sew them on, or if you're super lazy - a safety pin will do.

Many professional dancers have there costumes custom made. Some run in the thousands of dollars. You may have to make it yourself. I knew one professional whose luggage got lost before a show. She bought a body suit, some scarves, needle and tread, and some glue on sequins and made a production level custom in half a day.
