So everybody thinks that metal is just all about screaming, grunting, and death vocals. That all you hear is GRGRGGGROWL. Some may be surprised to know that the best vocals I've ever heard are the ones who happen to be in a metal band. I'm talking about actual singing (disregard the ones who sing in death vocals) that is good. Wether it be clean vocals or operatic sounding ones.
A few examples would be:
ICS Vortex (Dimmu Borgir)-Do I really need to explain? This guy really knows how to use his vocals, and it's just a pleasure having to hear his operatic singing.
Vibeke Stene (ex-Tristania)-Sadly, she left the band to pursue other dreams. One of the best female metal vocals I've ever heard. Lets just say Amy Lee's got nothing on this singing Goddess.
Phil Anselmo (Pantera)-This guy really knew how to sing and not just scream. A best way to hear this is in the song Hollow.
And who can't forget Bruce Dickinson! The rest I'll leave up to you.

tampasniff-Michael Akerfeldt (Opeth) is my favorite metal singer. He really knows how to change the mood with his own clean singing. He's got a good singing voice indeed.

It is hard to find a good "vocalist" for metal bands, especially in the death metal genre. The singer for Opeth has a nice clean vocal style. Lots of people are put off by death metal and all the growling, etc but it fits the music.
Another good vocalist, albeit a crazy singer is Mike Patton. The things he does with his voice is insane. Other than those two guys, that is all I can really think of that would fit the death metal genre.

Listening to metal and hardrock for thirty years now, I must say that I can't really point out a best singer. Most of them have their uniqueness and given their bands their charecteristic sound. Personally I prefer the melodic (Plant, Dio) voices over the screaming (Dickinson) and growling (all thrash and death metal) ones, but all the great metal bands wouldn't be s..t without their lead singers.
I can't imagine Priest without Halford (when they were they failed),
Maiden without Dickinson (I'm an older Maiden fan and actually prefer Di'Anno, but when they were they failed too), Motorhead without Lemmy, Metallica without Hetfield etc. etc. etc.
Oh, and the trend the goths lately have is quite intriguing. Heavy riffs with aetheral (female) voices Theatre of Tragedy and Leave's Eyes (Liv Kristine) or The Gathering (VanGiersbergen) very interesting and beautiful indeed.
So I can't really name a best, they all have their place and it depends on the mood you're in at any given moment.

I agree with you on Phil Anselmo. He may be a total as**hole but he's got a terrific metal voice. I've also always loved Chad Gray (Mudvayne, Hell Yeah) as a metal singer. He changes up between the screaming and melodic stuff nicely.

The Power Metal genre has the best vocalists.. Bands like Kamelot, Dragonland, Blind Guardian, Angra, Pyramaze, Freedom Call, Stratovarius, Sonata Arctica, Edguy etc.. The list goes on.. They all have very fine lead vocalists..
