Go to the local pet store or department and ask for a bag. They keep it for hamster / mice bedding. Good luck :-)

Wow---living in the country it's hard for me to imagine a place where something like that isn't readily available.
Is there such a thing as a farm supply store anywhere in the area? Chicago used to be big stockyards at one time, didn't it? If not, how about pet stores (bedding for animals) or landscape supply stores (some around here sell it for mulch)?
I would have thought that even the building supply stores such as Lowe's or Home Depot or even Wal-Mart might carry it.
If you have to go with an alternative, you might be able to get raffia or similar products at a craft supply store such as Hobby Lobby or Michael's. I would think they might even sell straw this time of year specifically for decorating manger scenes (or left over from Thanksgiving decorative hay bales.)
You might also consider using pine shavings, which you might find here or back to my first suggestion at a pet supply store.
By the way, I would like to commend you for setting up a nativity scene and remembering the Christian reason for the season!!

Find your nearest garden center. They usually sell straw for mulch. Or, find your nearest farmer's cooperative market...and ask some of the farmers if they can get you a bale or two, they might give you a far better price. Pet shops might have it, and if nothing else is productive, you can always try craigslist in your local area, and put out a "wanted" or "barter" ad. Look in your Yellow Pages under Farm Supplies, or phone your local County Extension Service and ask them where you can buy straw.
