There are lots to do in Vegas for 17 and 18yr olds. Trust me you will not be bored in Las Vegas. Not only is it affordable, and very luxurious but full of activities. You don't have to gamble or have a lot of money to have a great time.
Here is a list of free attractions

My parents took our family to Las Vegas several times when we were young, and we pretty much only spent our time walking around and playing videogames at a variety of arcades. If neither of those activities sound appealing to you, I would seriously consider postponing your trip until after you and your traveling companion are of legal age so as to be able to participate in the more typical Las Vegas activities. The times I've gone to Vegas since I've turned 21 have been far more fun than the previous trips as a youngster.

Ok, there are lots for a 17/18 year old to do. The Bellagio fountains, Treasure Islands pirate show, Mirage's volcano, Wynn's waterfall show, and Fremont Street experience, and the statue show at the Forum shops are all free. There are free bands, entertainers, singers, in every major hotel/casino. There are also free street entertainers like people on stilts, mimes, people that dress up like statues, etc. (especially at Venetian and Paris). Then there are lots of shows that cost money - comedians, singers, magicians, acrobatics, dancers, broadway plays, hypnotists, etc. You can get tickets for those at discount places in Vegas but they are still expensive. Restaurants are fantastic and some very cheap. Then there is people watching. Best place in the world for that.

You want to go to Vegas when there are so many other wonderful places to go? I'm sure there are many things to do in Vegas but the draw for most is probably its unholy reputation. Sin city doesn't get its rep from nothing. Be careful, you are very young. Words of wisdom? No. Just some advice.

Since you obviously are trying to plan a trip that the 2 of you can enjoy, let me suggest a much overlooked fun, safe, city, Galveston TX. Beach, The Strand, shows, rides, museums, shopping & a super Mardis-Gras that attracts more people than New Orleans did before Katrina. Costs are much better than Vegas too.

Whatever you do don't gamble. Avoid the slot machines unless you want to swell the wallets of the gangsters who own the city.

If your friend is 17 that just kind of sucks for you cause she can't gamble. But you could go see shows. (Cirque du Soleil = amazing)
