What is jubilee and why? Does it have to do with the freeing of slaves in USA?

Jubilee appears in the Bible as a law of Israel.

Every 70 years all the Jewish slaves were to be freed and the properties that had been bought away from a tribe by someone in another were to be returned as well.
What some people do not know is that only the Jewish slaves were freed. The slaves from other nations would not be released.

As for the USA, it may have been used as a term to speak of the freeing of slaves. The US used to be happy to use biblical terms and references. Of course, that was before political correctness.
