so i may say yes. By definition, a lie is something a speaker holds that is untrue. The stament is a lie, it follows it is not therefore true.

on the second approach, my answer is yes and no
The way I interpret the question, it goes like this:'This statement is a lie, so is it therefore true?" It is a lie so we can never tell if it is true or no, or yes or no.

Bottomline is you used fallacy of equivocation, with double meanings to your question on the basis of the position of the adverb 'not'. The first position simply asks, since the statement is a LIE it is therefore not TRUE(asking if LIE is not TRUE by definition)
The second position simply tells that the statement is a lie so it follows it is not therefore true.

Because you said the statement is a lie, that means that it is a lie, and then therefore it is a true statement, that is if you're telling the truth about the statement being a lie! lol :-)

Because, you failed to put a period, you failed to make a statement. You instead posed a question. A question, in and of itself cannot be true or false. Sorry, there is no correct answer to your question, because you failed to actually ask one.
