Why do we need to create a rental agreement on a stamp paper?
Why isn't it okie if we make it on simple paper and both the parties sign on it?

Basically why we neccessearily have to use stamp paper for any contract or agreement?

Because, apparently, the government of your country has made it law. You didn't say what country you're in so no-one can tell why, or even if that is the law.

Edit - to wizjp - No, "Stamp paper" is a way for the government of some countries to collect a tax on contracts and agreements. Stamp acts say that for a contract to be legally enforceable it has to be written up on special paper that is bought from the government.

The consequences of not doing so vary by country. In some countries it just means that you can't go to court and seek enforcement of the contract, in others writing up a contract on plain paper is tax evasion.

All she has to say is "Prove it", and state that they were on a month to month, like Ashley is with the landlord. In most states the only legal verbal rental agreement is month to month. The problem is, Bethany also committed food stamp fraud, and would have to confess her crime to implicate Ashley.

I think you are refering to a notarized (Stamped) signature; it needs to be notarized so that no party can come back later and claim the signatures are fradulent
