I remember when ESPN started and my cable company didn't carry it. They will not spend the money to get it unless you keep asking for it.

The problem is that the NFL network and the Cable companies can't come to terms on an agreement for a contract. The big stumbling block is that the NFL Network wants the channel to be on basic service. The Cable companies want it to be a premium tier channel that you have to pay extra for it. The NFL won't sign the deal until the Cable providers will carry the network without charging people extra.
Call your cable company, and ***** to them. MAYBE you can get it for next year.
I have Direct TV, so I don't care.

The cable companies carry the NFL network on their premium packages; you have to buy either a sports package or a digital or HD package to get the NFL network. The NFL network wants the cable companies to put them on the basic tier and charge ALL customers an extra $8 to have it.
About two weeks before the Cowboy's game against the Packers I had to go subscribe to the digital tier to get the game. I'm keeping the digital subscription until after the Superbowl because I'm kind of enjoying the other shows on the NFL network, but after the Superbowl, I'm turning the cable box back in and going back to the basic tier because an extra $15 a month adds up in the long run.

There's a huge money feud between the NFL and cable companies. The NFL wants more money, but the cable companies want to be able to broadcast every single football to the public, simply because the majority of homes have cable.
The idea of a NFL network is stupid. It blocks access to nearly every single person in the country. If the NFL was smart, they would sell the rights to the cable companies and make a killing.
So the story is:
Companies fight, customers lose.

The problem with most big carriers (like Time Warner) is that they want to offer it as part of a "sports tier" for which a subscriber would pay an additional monthly fee. The NFL, however, wants it included as part of a basic cable package on these carriers, so that they have the opportunity to be in more homes.
Simply put, it boils down to money. Time Warner doesn't want to pay the per-subscriber fee that it would cost to include it as part of basic cable, because they'd have to pass that cost along to many subscribers who likely aren't interested in the channel.

Like anything else, it probably will change with time.
I'm sure eventually all the cable companies will pick it up so anyone who wants to ge the channel will be able to.
