Who is the chief of state for the U.S.? Does it just mean the Vice President??

The Chief of State in the U.S. would mean the President which is G.W. Bush.

No such title in the US. If you're referring to the Secretary of State, that would be Dr. Condoleeza Rice.

The President is often referred to as the Commander in Chief of the US armed forces.
