That would depend entirely on which part of the country the town was in, the other local businesses, the infrastructure of the town, etc., etc...

Neither of those is a true money making business. A city must build things for the ENTIRE public and since not everyone is into auto racing and not everyone can skate, these would not be good.

Cities usually build things for the entire public. A park with a minor donation entry fee, or recreation areas which can be reserved (for a fee) would be more effective as more people would use them.
