Boiling chips provide surfaces on which bubbles can form as the liquid boils. If they are not used, the liquid can get hot without boiling and it will "bump", sending liquid (instead of vapors) into the distillation column.

The purpose is to vapourize only the component that needs to be distilled, remove the vapour to to a condenser where its condensed and sent to a collection tank.
In the lab where glass vessels are used, often with a gas flame heat source, the inner smooth surface does not allow nucleation of bubbles. The surface can get superheated forming large bubbles of vapour that explode at the surface of the liquid, entraining droplets of the boiling liquid in the vapour phase. The condensate gets contaminated.
By putting pieces of broken china at the bottom, sharp projections are made available for nucleation. This allows the liquid to boil smoothly with the formation of a large number of small bubbles. The vapour will be pure, as also the condensate.
