They were slow to react to it and even slower to bring people to trial

The US government reacted to the massacre. The officer commanding the troops was court martialled.

OTOH I don't remember the Vietnamese government condemning the massacre of Hue- all done by North Vietnamese Army regulars acting as "insurgents" in South Vietnam during the Tet Offensive

I'm not USian, BTW. Just a person with some sense and memory

Apparently this question was posed to you by your prof. Who it would appear is a socialist anti-government hippy-dippy type (description applies to about 97% of academia).
I fail to see where the trial, conviction and incarceration of soldiers involved add up to any failure on the part of the US Government.
Ask mister Prof. how long he 'visited' Canada during the 60's or 70's...

As far as I can remember it didn't and Lt. Calley was held responsible for the killing and burning the village.. It was the media that stayed on top of the matter and wouldn't let it go. The year of 68 was very trouble time
