Both. As the earth cooled from what is called The Magma Ocean water was released but only about half of what has formed the oceans. The rest was added during The Last Great Bombardment when the earth was hit by thousands of comets and they contributed their water to make up the rest. Oceanic water has changed very little in volume since that time in the late Hadean over 3 billion years ago.

Both. Volcanoes outgas H2O, which condenses to liquid water. Comets are ice which melt to liquid water. Both are responsible for the accumulation of liquid water on the surface of Earth.

released volcanic gases like methane and HSo4 come from the ocean. comets come from space. Methane usually comes from deep ocean oozes and Hso4 comes from deep ocean vents. Some have even been named the real culprit of the devil's/Bermuda triangle. They are said to bring even a big ocean liner down to the depths when the gas bubbles make it the surface under a ship.
