Unfortunately, if your Mom is no longer at that address, the landlord (being the jerk he is) can return the mail unopened.
As long as he doesn't hold, open or in any way impede the flow of the mail then he is OK with the law,
Best thing is to notify the senders (if you can find out who they are) that her mail is to be sent to your address as you are next of kin.
Good luck to you.

I'm afraid they're doing the legal thing by returning her mail to sender. You need a power of attorney to take care of her affairs, and only she can grant that. Then you would have to contact all of her "vendors" -- doctors, the IRS, etc, etc. If they really acted illegally in vacating her apt, you need legal aid. Every city has it. Ask around. Stay calm. Hysteria and desperation won't help you think clearly.

They are comitting a FEDERAL crime. It is illegal to tamper with anyone's mail It is a FEDERAL crime. Personally, I would call the FBI and tell them what they are doing. Mail tampering is a BIG, BIG criminal act. It is easy to call the FBI. Just look in the phone book for your local office, and tell them what is happening. Tell them the name, if you know it, of the person or persons doing this. You are supposed to get your own mail. There is no reason for them to do this. If you mom is behind in the rent, it doesn't matter when it comes to her mail. Mail is rather sacred when it comes to the law. Get on the phone and call. Hope this helps. I am a court advocate.

Unless you are her guardian, then the landlord is acting correctly.

I have worked with the mail system before. Legally they cannot and are not bound to give you anything addressed to your mother. You need to have a power of attorney done in order to get this privilege. Make sure getting her mail is on it.

Consult a lawyer. Consultations are free and once you talk to one you can mention your lawyer to the landlord. Things will probably change quickly if he thinks you will sue.

call the cops and have them arrested for tampering with the mail. That is a federal crime.
