the criminal lack of a real response to it and obama's thwarting of progress towards fixing it is no accident. But the blowout itself is an accident. You can't control mother nature, especially when there are so many variables - the pressure, the presence or lack of presence of gas and oil and the various sludge and what-not. Everything had to line up just right, and the behavior of a lot of people had to be controlled as well. Far too many variables. It might be possible to make an accident more likely by forcing high level executives at BP and the contractors to act a certain way, but the underlings and mother nature would not act in a predictable manner.
