What is the washer on a drain bolt for the oil tank actually for?

To make a seal. A bolt in a hole on it's own won't keep the oil in. But add a copper or fibre washer and it creates an oil-tight seal when the bolt is tightened.

Most times you will see a copper ring as the sealant. This is because copper will "give" and conform to each side of the compression. The steel bolt and engine case wont make a perfect seal. Sometimes you will find plastic seals used. Those usually dont hold up well and have to be replaced each time you remove them to change the oil. If you try running the engine with no gasket at all, you will definetely leak oil.

The metal bolt wont seal against the metal block of the motorcycle, so the throw that copper washer in there to make a seal.

this washer is reccomended to be replaced every time you change the oil the reason they place a copper washer there is to seal the plug to the pan. you should make sure this washer is in there to seal when the engine gets warm and everything starts to expand
