I just noticed that February, 2008 has three fridays. I was wondering how often that happens?

I assume you meant five Fridays.

It should happen whenever there is a leap year and the 1st is also a Friday

Every February has 3 Fridays...
Feb 2008 has 5 Fridays, probably happens every 4 years when we have something called a leap year...

five Fridays. Leap year happens every 4 years, there are 7 days of the week, so I'd say "on average" it happens every 28 years.
