Can a topic statement be made in the formation of a question?

Here is an example,
"Unlike the rest of the group, you actually support this war in Iraq, right?"

1) ... "Do you support the war" is the question,
2) the "Unlike the ..." part sets the topic statement.


Another Example is the "Did you know THAT.." "Are you in agreement with the general consensus THAT..."format,
"Did you know that most practised forms of 'recycling' NOT environmentally friendly?"
