It doesn't have to do with the fact that he was doing steriods that it has gone to federal court it has to do with the fact that when he was on trial in a smaller court that he lied under oath to a judge in a court of law. because he said he was not guilty of steroids use, and they found evidence that proved him to be guilty he is now facing counts of perjury (lying to a judge in a court of law)
