It depends on what you're using it for, what colors will be used over it, and the effect you're seeking. What kind of background do you mean? A background for a computer monitor? A backdrop for a photograph? A colored ground on which to draw or paint something? A background on which to paste photographs?

Black is "neutral", and can be dramatic in effect, making any colors placed against it stand out strikingly. All colors show up well against black.

Blue can be good in some cases (but then again, which blue, exactly?). But being a color itself, it risks clashing with other colors, or not letting other colors stand out enough. This would also depend on the shade and saturation of the blue, as well as of the other colors. With black, this problem does not exist. Black is black (unless it's dark gray, or blue-black, etc.).

If you aren't more specific with your question, it's hard to answer precisely.

background for what ??? sometimes blue is used for things that disappear into a picture (ie..the old 'blue' screens....now they're green)

Midnight blue is good, it's not as harsh as black.
