This poem by Martin Niemöller explains it better than I ever could (The English translation follows)
Als die Nazis die Kommunisten holten,
habe ich geschwiegen;
ich war ja kein Kommunist.
Als sie die Sozialdemokraten einsperrten,
habe ich geschwiegen;
ich war ja kein Sozialdemokrat.
Als sie die Gewerkschafter holten,
habe ich nicht protestiert;
ich war ja kein Gewerkschafter.
Als sie die Juden holten,

ich war ja kein Jude.
Als sie mich holten,
gab es keinen mehr, der protestieren konnte

When the Nazis came for the communists,
I remained silent;

The evil of Nazism almost triumphed because good people did nothing at first.

Mel,
This quote could be used to look at many situations in history. IE. Had the U.S. not stepped in to WWII to help defeat Hitler, his evil would have prevailed.

To me it says that if we as a society do nothing to help those that need help, then evil wins. If you see some one trying to rip another person off, step in ..

Do for other's what you would hope others would do for you if you were in a rough situation. If we all stand back and say it's not our problem, what kind of world would we live in. And what would that say about the people of this world.

Seems clear enough (though Burke's wording was a bit different from yours) not to require interpretation for English-speaking folk.

It means that people have a responsibility to intervene and stop the evil acts of others. To not do so insures that the evil will prevail.

It is an indictment on those who live comfortably without care for the less fortunate like those who think:

"I've got mine's, now you go get yours and I don't care if you do"

It is a call to action by those who can.
