The limits make sure these people (in the early stafes) can't just stay on all day and continually post NON-answers to rake up points and go to higher levels too quickly. It is to stop "fly-by-night" accounts coming here and abuse the system. People who sign on only to cause trouble then can be spotted and get taken out before they do real damage.

Because it takes time to get points and go up level, such users aren't likely to stay around just to cause trouble.

The limits make people taking time to familiarise with the idea of THINKNIG about good answers. It also gets users to take it slow in the early stages and to be familiar with the "culture" and etiquette of Y!A. When they are a "veteran" and have experience then they can use this knowledge to help newbies.

Hope this explains it a bit.
