Check your speed properly, kill all other internet softwares, then check at www.speedtest.net choose the local server it finds, and test.
If it's WAY lower than you should have contact provider.-
IF You are finding it slow ONLY on certain things, remember that the 16Mbit is the link from YOU to your privider, and that data from "remote server" to "you" will go NO FASTER than the slowest sector of the link between you.
Also if this speed is from "torrents" you are reliant on enough people with enough capacity to upload at a faster speed than this

You may be using a shared bandwidth. If it is not the case then you can get a maximum of 2mbps download speed. But this depends on the download site also. If their web server is having poor bandwidths, then u dont have any use with ur 16mb.
Try some download manager softwares.
Check the speed of ur connection using some sites like the one below.

16 Mb line is not 16 MB. It's a bit confusing. divid 16MB by 8 to get the value in MB
Mb is Mega bit.
MB is Mega Byte , 1MB = 1000 KB
When you download the progress reports in KB Kilo Bytes
a byte is 8 bits. A bit is a binary digit. The smallest measurable piece of data . it is a 1 or 0
Even so you should be able to achieve downloads faster than 200K , you will be limited by the speed the site or service you download from is willing or able to provide you.
If you use peer to peer , such as torrents or emule your isp can throttle your bandwidth i.e slow it down as peer to peer traffic can eat up their resources.
Try running multiple downloads to see your total bandwidth .
Also most internet providers do not guarantee , they usually say up to.

you have to download file one at a time.. for you to increase download speed or you can get or avail a much higher broadband connection. maybe 100 mb or 300 or higher depends on the availability in your area.

well you might be downloading from a site that doesn't allow faster downloads, try a different one.

your setting is bad, and for you is better download a one download manager program
