There is no harmful effect whatsoever in cooking with pans with scratched or intact PTFE (Teflon is a brand name for Poly Tetra Fluoro Ethylene).

Thousands of implants made of PTFE are routinely put into human bodies as medical devices in heart valves, cardiac patches, hernia repair meshes, artificial blood vessels and many more. These remain inside the body totally inert.

The scare about pans started with some observation wherein some pet parrots died as a result breathing of PFOA (Poly Fluoro Octanoic Acid), which was released when PTFE coated pans were left on high flame for a long time without any food in them against recommended instructions for use.
PFOA has not been proved toxic to humans

Yep....its not even just scratched up Teflon...its Teflon full stop that has been proven to be carcinogenic.....they're trying to ban it in America. you could probably google it to get actual documented research.....i got it off a web site by a Dr. Mercola...you could maybe search his site for info....another interesting 1 is the material that they use for the microwave popcorn bags....yep carcinogenic......recently proved is good old 'cling film', residue seeping into food causing cancer.....dont get me started on aluminium foil and tinned food! x
