Transport for London use to have a Recruiting Office at Griffiths House Marylebone London, that recruited for both buses and railways. I was at one time a Recruiting Officer. I have been retired now for some years so it may have changed. Go into any Underground Station, ask for the Station Master and I'm sure he will help you.

I left London Underground in 1994 and work like tiling had long been contracted out even then. But don't look for that work within TfL. They may be able to point you to a contractor who is doing that kind of work for them now. But remember, they have to look for 'best value' so they don't always keep the same company for long periods. Good luck.
