determining the size of laptop??

Question

for instance when we say that a laptop is 21 inches, how exactly is this determined/measured?
is it the size of the screen or...?
if the size of the screen is the the hieght, or width, or diagonally, or how?

Diagonal size of screen (i.e. the highest figure they can get away with quoting without facing false advertising charges).
